Waivers for the Consolidated Application
Consolidated Application Waivers
The following waivers are specific to the Consolidated Application:
Extension Request
- All Consolidated Application Extension Requests will be submitted through GAINS. For questions, please contact your Regional Contact or [email protected]. For more information, please visit the GAINS website.
Title I: District Managed Activities Waiver
- For more information regarding this waiver, please see the District Managed Activities website.
- Please submit the DMA Waiver and any questions regarding this waiver to [email protected].
Title I: Schoolwide Waiver
- The schoolwide waiver and any questions regarding this waiver should be submitted to [email protected].
ED-Flex Waivers
The Ed-Flex Program provides the states with the authority to waive certain federal education requirements that may impede local efforts to reform and improve education. Below are waivers that CDE has granted in the past through the Ed-Flex Program:
Title I: 15% Carryover Waiver
- When notified by Grants Fiscal, the LEA will submit a 15% carryover waiver to CDE. Please note that LEAs should not submit this waiver prior to speaking with Grants Fiscal. A waiver can be submitted only once every three years. Please submit the 15% Carryover Waiver and any questions regarding to [email protected].
COVID-19 Waivers
The following waivers were granted during the COVID-19 Pandemic:
Period of Availability Waiver
- The period of availability is extended for Title IA, IB, IC, ID (Subpart 1 & 2), IIA, IIIA, IVA, IVB, VB, and Mckinney-Vento for FY2018 and FY2019. No additional step is needed from the LEA.
Title I: Multi-Year 15% Carryover Waiver
- This waiver allows LEAs to apply for the 15% carryover waiver more than once every three years. When notified by Grants Fiscal, the LEA will submit a 15% carryover waiver to CDE. Please note that LEAs should not submit this waiver prior to speaking with Grants Fiscal. Please submit the 15% Carryover Waiver and any questions regarding to [email protected].
Title IV: Content-Area Spending Requirements for FY 2018 & 2019
- Colorado applied and received approval regarding this waiver. No additional step is needed from the LEA.
Title IV: Needs Assessment for FY 2019
- Colorado applied and received approval regarding this waiver. No additional step is needed from the LEA.
Title IV: Technology Infrastructure Limit for FY 2018 & 2019
- Colorado applied and received approval regarding this waiver. No additional step is needed from the LEA.
